An applicant team presented an informal concept for 38 townhome units on a roughly 7-acre parcel on the south side of Devonshire Road (across from the Costco), seeking planning-commission feedback on layout, private streets, alleys and connectivity. Jay Krieger (speaker 12) outlined the proposal as a condominium-style development with private streets, rear garages accessed by an alley in places and internal green space; he said two access points to Devonshire were proposed and the developer was open to limited movement or pedestrian connections.
Commission members pressed on density and design. A commissioner noted the concept places 38 units on about six usable acres after steep slopes are removed and asked how school, bus and emergency access would be handled. HRG's Jason (speaker 9) said the current layout does not comply with several ordinance roadway geometry requirements and noted sight-distance limitations at the eastern access that would require a detailed analysis. "There are concerns with deliveries, trash pickup, just with the orientation of the garages and the narrow width of that alleyway," Jason said. The applicant and the commission agreed the developer would provide alternate renderings (wider streets, no alleys) and additional traffic and sight-distance analyses before any formal submission. No formal action was taken; the discussion was informational and the applicant remains in due diligence.
