The Lower Paxton Township Planning Commission on an advisory vote approved a final minor subdivision plan for lands owned by Clayton Lappley, creating two lots from parcel 35061006 and authorizing a set of waiver requests and deferrals with conditions. The motion, offered by a commission member, included removing waivers for existing features, existing contours and conservation easements and required a recorded note reserving the township’s right to add a sidewalk easement along Devonshire Road.
Staff member Nick (speaker 3) told the commission the parcel totals about 86 acres and that Proposed Lot 1 would be a new building lot of roughly 1.15 acres, with Lot 2 remaining as an 84.89-acre residual tract. He summarized the applicant’s waiver requests — including plan scale, wetland study, contour mapping, street trees, sidewalks and curbing — and said staff supported some deferrals and denials on others. "The applicant is seeking a waiver of the requirement to provide a wetland study," Nick said, adding the applicant noted no wetlands were observed in the immediate project area and any wetland study would be more appropriate for future development plans.
Commissioners pressed the applicant on access and future responsibilities. Mark Romeo (speaker 7), the plan preparer, said he will add a 50-foot access easement along Hampshire Road to reserve that use for Lot 1 and future development. Resident William Miller (speaker 6) urged clearer public access to the plans and asked for assurances on future sidewalk placement; Nick responded that plans are posted on the township community development page and that the township’s official map already proposes multiuse connectivity along Devonshire Road. "You can look at Devonshire Road right now and see ... a mixed use path is shown there," Nick said.
The motion as recorded referenced plan 2606 and the parcel number, appended staff/HRG review letter comments, and was approved after a second and a brief conditioning that staff finalize verbiage in the approval documents.
