Council approves rezoning for 119-unit senior housing on Des Moines’ south side

The Des Moines City Council voted Aug. 3 to approve a rezoning requested by Nelson Construction to allow construction of a multiple-household, income-restricted senior housing building near 1310 East Deal Avenue. Alexander Gugurich (speaker S9), representing Nelson Construction and Development, told council the project would include 119 apartments and 80 parking stalls and that the developer voluntarily agreed to conditions passed at Planning & Zoning: a 55-and-older occupancy restriction and a 20-foot buffer along the southern property line.
Neighbors spoke during the hearing, citing concerns about proximity, traffic, light and stormwater. Resident Chad Ogo Rachelli (S8) said the building’s mass would loom over backyards and asked for a 100-foot buffer, describing noise and safety worries. “I would like some due diligence of a 100 foot buffer,” S8 said. The developer said a phase 1 environmental study is required to close financing and that construction would enable any necessary remediation; S9 said the zoning allows up to five stories but Nelson is planning a four-story building and intends to include conditions as part of the rezoning. Council moved and passed both parts of item 55 (motions carried with recorded yes votes).
