Board adopts zoning and fee changes for tattoo and body-piercing businesses; implementation dates set

The Porter County Board of Commissioners approved two health department ordinances on second reading: one revising tattoo parlor and body-piercing facility regulations and a second revising the Board of Health fee structure.
The board voted on both ordinances without amendment. Health department staff member Hollenbeck clarified implementation timing: "those fees that we collect as part of an annual permitting process, we'd like that to start with the permits that we issue for 2027. Secondly, those fees that we collect for services rendered on the spot, we'd like that to be effective as of September 1st of this year." The board accepted these effective-date recommendations and approved the ordinances by voice vote.
Commissioners asked procedural questions about whether the effective dates needed to be part of final process; staff said the dates were intended to give businesses and staff time to transition systems and go online. The ordinances will be implemented by the health department and the permitting/fee system will be updated to reflect the dates approved at the meeting.
