Planning commission recommends special-use approval for county veterinary surgery center after neighbors raise traffic and wildlife concerns

County staff described SUR2025-0002 as an application to allow a specialized veterinary surgery center (TPLO-equivalent procedures) on a 40-acre agricultural parcel at 37631 County Road 21. Planner Kelsey Landen summarized referral-agency comments and the water approach: initial operations would rely on a holding tank filled by a water-hauling company and a future new well would require Division of Water Resources approval and proof of abandonment of the existing well. "The applicants are requesting a special use by review permit for the establishment of a small surgery center that specializes in canines and felines," Landen said during her presentation.

Two neighbors urged denial, citing traffic and loss of rural character; one asked whether County Road 21 could safely accommodate additional turning movements. The applicants answered that the building is sited more than 370 feet from the road, that operations would be daytime-only with no boarding or retail, and that a gate would close the driveway when the center is not open. "We do plan to have the driveway gated when we are not open and, we do not plan to be open on the weekends," one applicant said. After board discussion of traffic, sight-lines and water arrangements, a motion recommending approval with the standard staff conditions passed by roll call among commissioners present.
