Council approves Front Street stormwater outfall design after engineers recommend full pipe replacement

The Crookston City Council voted to accept the Front Street stormwater outfall preliminary engineering report and to authorize final design and implementation under task order 30.
Public Works staff and the consultant told council the outfall pipe has multiple separated joints that are eroding soil and creating a sinkhole near a former auto body shop. Public Works Director Chuck Getzeman explained the immediate problem: "It's eating away at the soils, exposing the pipe work," and warned that each heavy rainfall worsens the erosion and risks adjacent utilities. Consultant Eric Clanger summarized the recommendation: "Our recommendation is a full replacement." AE2S/AUS estimated that roughly 130–150 feet of pipe has joint separation and that full replacement would better resist riverbank movement than piecemeal fixes.
City staff said the projects will be funded from water and wastewater reserves this year and could be bundled with other high-priority projects into a bond package next year. Darren (city administration) told council staff, the finance director and department heads are reviewing options to avoid an immediate bond if reserve funding suffices. Council discussed both immediate repairs to restore flow and a larger study of where concrete pipe upsizing is needed to handle future storm volumes; members asked about impacts on standing water near 6th Street and downstream flow to the river.
The resolution to accept the preliminary report and proceed with final design passed on a roll-call vote. The council directed staff to return with cost estimates and a recommended funding approach before work proceeds to construction.
