Town Manager Barbara Hollerand told the Board the lowest bid came from Sanford Contractors (originally $264,000 before reductions) and that a Duke Energy power pole in the parking lot could remain without delaying work but would be an eyesore. Hollerand said "the cost to move it would be just about as much to bury it, which was $32,000." The Board also approved obtaining an easement from the adjacent property owner (Dumpster King) who is agreeable.
Drake Howard of Sanford Contractors said scheduling would require about 30 days after contract issuance for subcontractor mobilization and roughly 90 days for construction—about 120 days total—and that some preparatory work could start earlier depending on the pole decision. The Board approved Task Order 4 with WithersRavenel for limited construction administration services, not to exceed $12,000, to handle preconstruction meetings and requests for information during construction.
All votes on the Downtown Square Project motions, the pole burial, and the task order were unanimous.
