Horry County unveils $72.7M FY26 CIP and $555.6M 10‑year capital plan

County staff outlined a FY26 capital improvement program totaling $72.7 million and a 10‑year capital and debt plan totaling $555.6 million during the budget retreat.
The FY26 funding sources include a $30.4 million general obligation bond, a $3.5 million fire bond, $12.7 million from the road fund, $2.5 million from the stormwater fund and various other sources including impact fees and general‑fund contributions. The presenter said the FY26 projects include public safety facilities (about $37 million), government facility renovations, library and park projects, stormwater improvements and waste management facility expansions.
Looking ahead, staff projected $218.5 million in general obligation bonds and an overall projected debt issuance for the 10‑year window of just under $256 million for GEO and fire bonds combined. Staff said the plan maintains the current debt millage and does not change current impact‑fee levels.
Key projects highlighted for FY26 include phase 2 and 3 of the public safety training facility, a new EMS station in the Windy Hill area, Prestwick station construction/renovation and several waste‑management facility expansions and land acquisitions.
