City Attorney warns SB3484 could preempt local bicycle rules

City Attorney Elizabeth Blood briefed the council on a recently passed state bill, SB3484, and its implications for local regulation of bicycles and similar vehicles.
"Bill SB3484 passed and is waiting for signature. It has a comprehensive list of regulations and will be included in the vehicle code. It will have home rule preemption language," Blood said. She advised the council that any ordinance written now could be superseded if the governor signs the bill, and the city’s existing bicycle ordinance can be used until the state law becomes effective.
Blood’s briefing was informational; no local ordinance was introduced or changed at the meeting.
