Cayuga County legislature authorizes NBRC grant application to replace Deauville Island bridge, to use Capital Reserve as match

The Cayuga County Legislature on April 14 authorized the Parks & Trails Department to apply to the Northern Border Regional Commission’s Timber for Transit Program to replace the Deauville Island bridge at Emerson Park in the Town of Fleming. The resolution states the county has invested $265,970.50 to complete project design. Legislator Vitale moved to amend the resolution to specify that the local match would come from the Capital Reserve; the amendment was seconded by Hon. Robert Shea and recorded as passing “all in favor.” After the amendment, Vitale moved to adopt the resolution as amended, Shea seconded, and the Legislature approved it with all in favor except Legislator Pecher, who was noted as opposed. The resolution authorizes the Parks & Trails Department to submit the NBRC pre-application and, if awarded, directs the Chairman of the Cayuga County Legislature, Jonathan Anna, to sign agreements as approved by the County Attorney’s office.
The measure was introduced by Hon. Robert Shea (Chair, Planning & Public Works Committee) and Hon. Elane Daly (Chair, Ways & Means Committee) as sponsors within the resolution text. The authorization covers applying for grant funds; the resolution does not commit the grant award itself or set a construction schedule. Funding for the match is identified as coming from the County’s Capital Reserve "if awarded," according to the resolution language.
Next steps outlined in the resolution text are administrative: filing the application with the Northern Border Regional Commission and, if the grant is awarded, executing any necessary agreements after County Attorney review. The Legislature did not record further debate on alternatives to the Capital Reserve during the meeting.
