Riley Shurtleff, representing Cayuga County Emergency Services, described the March 31 flooding response in the Town of Locke after a landslide rerouted Hemlock Creek and pushed water onto State Route 90, Route 38, Maple Avenue and Water Street. Shurtleff said evacuations and a shelter were established and noted that an Emergency Operations Center (EOC) has not been available in the county since May 2024.
Shurtleff reported two awards from the New York State Division of Homeland Security and Emergency Services (DHSES) on March 30: grants of $81,900 and $30,260 for the Tri-County Consortium of Cayuga, Cortland and Tompkins County Hazardous Materials Teams. He also said the county received a Hazard Mitigation Plan update grant totaling $148,037.75 (breakdown: $106,613.25 federal; $35,537.75 non-federal; $5,886.75 management cost) and that a resolution to accept the funds will be presented to the Legislature.
