Jordan emphasized the units are described by the applicant as for personal (noncommercial) use and therefore will not require off‑street parking that is normally required for businesses.
At the public hearing, Landon Naimler (Swinenhagen Engineering) represented the applicant and described a multi‑phase grading and construction plan that begins this fall to keep adjacent businesses open during work. Commissioners asked how the city would prevent the spaces becoming commercial operations; Jordan said the permit limits use to personal shops with minimal plumbing (toilet and lavatory). Commissioner Belavik moved to approve the special‑use permit, Commissioner Brown seconded, and the motion passed by roll call.
