District outlines options, tradeoffs for playground surfaces and asks board to continue current projects while studying materials

Kerry Upton, the district’s chief operations officer, gave a technical presentation on current and planned playground surfacing projects and a comparative decision matrix for material choices. He emphasized the district's default preference for natural, organic materials — "Our default is natural organic material. Our default is grass" — but explained that steep slopes, heavy shade, drainage constraints and heavy foot traffic sometimes make organic options impractical. Upton reviewed safety requirements (ASTM, CPSC, DSA) and noted that different standards emphasize different injury types (head injuries versus long‑bone fractures), so no single material currently satisfies every objective.
Upton described the material palette and specific project plans: synthetic turf with a two‑inch pad under certain play structures (Tincati Pivot Play or equivalent) is being used at Roosevelt and other sites to meet fall‑protection requirements; engineered wood fiber and sand present maintenance and animal‑attraction problems; poured‑in‑place rubber offers head‑impact protection but can heat up and degrade near the bay; and newer poured‑in‑place cork products show promise but currently lack local installers. Staff asked the board to continue the approach for projects already under construction and committed to producing a full inventory of nonorganic surfaces and a detailed study framework in August with a fuller report in early September so the board can provide a guiding matrix for future decisions.
Board members pressed on heat‑monitoring, ADA access, maintenance costs, the potential to pause non‑play‑structure installations, and public engagement plans; staff said they will publish the study scope, coordinate with nurses on injury reporting, consider submeters for irrigation data, and return with specific proposals and timelines.
