Neighbors raised concerns at public comment about a shelter under construction at West 3rd and Fulton, saying the project will change local conditions and asking whether it can be stopped.
An online caller identified as Guest 8309 told the council the project will be "an unhoused women's clean living facility" with 10 bedrooms and predicted it will bring "trash, drugs, a lot of traffic" to the nearby cul‑de‑sac and worsen safety at the adjacent Place to Play Park. The caller asked city officials if there is any way to halt the construction.
Mayor Stapp and staff responded that the meeting was not the venue to litigate construction approvals and encouraged the speaker to follow planning meetings and contact city staff for updates. Staff said the proper path for land‑use or permitting concerns is the planning review process and additional opportunities for public comment.
Earlier in the meeting, Mr. Farren (a housing authority appointee) argued that smaller and mid‑sized developers can also benefit from fee deferrals. That exchange underscored broader neighborhood concerns about how housing and shelter siting and development interact with existing community conditions.
The council did not take action on the shelter during the meeting. Staff offered to follow up outside the meeting and directed residents to planning procedures and future public hearings where project approvals and permits will be discussed.
