The second change order ($28,160) resulted from discovery of roughly three feet of topsoil at the site—about twice the depth speculated in the bid—requiring additional excavation, labor and base material to ensure a proper asphalt surface.
City staff indicated the first change order was for fence stability and the second addressed unanticipated subsurface conditions; council approved both by roll call.
The council requested follow-up on any additional task orders related to nearby retention-pond or irrigation-line adjustments that might affect parking or ancillary work tied to the courts.
