A Greenwood County resident who spoke during public comment urged council to consider road capacity and turn‑lane needs before approving new residential development along Highway 221 and nearby corridors.
Tracy Ritchie told the council she drove the area and "I cannot believe the amount of homes that are going into those areas," and expressed concern about one‑lane roads and congestion near Marshall Road. The chair responded that the county relies on DOT traffic studies as part of the rezoning approval process and that road design and turn‑lane work typically take more than a year to review and permit.
Later in the meeting the council received a first‑reading presentation from planning staff on a rezoning request for approximately 100.45 acres at 2307 Bypass 25 SE. Planning director Ryan Bland said staff and the planning commission recommend rezoning the commercially zoned portion (about 66 acres) to R‑4 (two‑family residential) to align the parcel with the long‑range medium‑density residential map. Bland noted the parcel is split by the bypass and that utilities are in the vicinity; first reading was conducted in title only and required no vote.
