County to accept $3.84M grant to buy and demolish Fox Hollow townhomes; city to accept property and restrict to open space

Greenwood County on Wednesday approved accepting a $3,843,641.50 grant awarded to purchase and demolish 19 Fox Hollow townhomes that were identified as among the county's most hurricane‑impacted properties.
Josh Skinner, capital‑project sales‑tax director, told council the award came from HUD funds set aside for the most‑impacted counties after Hurricane Helene and will require a 10% county match of $306,000. "Submission earlier, score awarded Greenwood County 3.8, million for, the purchase and demolition of Fox Hall Townhomes," Skinner said, describing the award and the administrative steps that follow. Skinner also said the grant agreement would be signed by the city because the property sits inside city limits and the city must agree to restrict the land to open space in perpetuity.
Skinner reported the total project cost is roughly $4,150,000 (grant plus match) and that the award is contingent on all 19 homeowners agreeing to their purchase prices; SCORE (the grant administrator) will appoint a project manager to handle appraisals, environmental review and other steps. Council voted unanimously to accept the grant award resolution and provide authority for the county manager and attorney to execute necessary designations.
Council members noted the long effort to reach this point and thanked staff for working with homeowners. The approval does not by itself obligate demolition work until homeowner agreements and required environmental reviews are complete.
