County approves contract amendment to recognize Red Veil Renewables and extend Project schedule

Greenwood County Council on Wednesday authorized county staff to finalize amendments to two existing landfill gas contracts, recognizing Red Veil Renewables as the new contract holder and extending the project's decision and construction timeline.

Rob Rushing, the county's assistant manager for operations, told the council the contracts have governed methane gas sales for about two decades and that Vision RNG had sold its contract portion to Red Veil Renewables. "We've been selling gas our our methane gas out of the landfills for the better part of 20 years," Rushing said, describing the commercial history and the buyer change. The amendment requested recognizes the new owner and gives the company until March 2027 for a determination phase, with construction to begin before the end of 2027 and completion before the end of 2028.

Council discussion focused on confirming there were no material changes to contract terms beyond schedule and assignment. The county attorney and county manager were authorized to finish negotiations and execute documents related to the amendment; the motion to approve carried unanimously.

The amendment does not itself obligate construction: council documents and staff remarks made clear the vote permits staff to complete contract execution and continue due diligence, and that additional permits or project approvals would be required before physical work begins. Council member Rhett Templeton offered the motion to approve and Miss Bishop seconded it; the council recorded the vote as unanimous.
