Jefferson Township Council adopted Ordinance 26-19 on June 10, 2026, revising Chapter 490 to add detailed sign and billboard regulations for gateway areas along New Jersey State Highways 15 and 23. The ordinance restricts billboards to gateway areas, caps new billboards to four on Route 15 (two per side) and four on Route 23 (two per side), and sets a maximum display area of 384 square feet per face and maximum height of 40 feet.
The ordinance requires sideline blocking technology and other glare-reduction measures for multiple-message billboards adjacent to residential zones, sets minimum spacing (1,000–3,000 feet depending on sign type), and limits illuminated display times and light intensity with a 0.3 footcandle maximum along property lines. Attachment A inventories existing billboard and off-premises identification signs in the C-2, O and IP zones as of adoption.
During the public hearing no speakers testified on the ordinance; Deputy Clerk Amanda Nevins handled the hearing procedure. The ordinance references compliance with the Roadway Signs Outdoor Advertising Act (N.J.S.A. 27:1A-5 et seq.) and requires Land Use Board special permits for conditional billboard approvals.
