Jefferson Township Council adopted Ordinance 26-10 on June 10, 2026, revising Chapter 490 to add definitions and standards for shipping containers. The ordinance bans permanent shipping containers over 200 square feet in residential districts and sets screening, cladding and color requirements for smaller containers visible from streets or adjacent properties.
The ordinance creates a permit pathway for temporary containers and allows moving pods on private property for up to 30 cumulative days without regulation; pods under 200 square feet may be allowed up to 180 days for active renovation projects with a zoning permit and limited extensions. Nonconforming containers that predate the ordinance may seek certification under N.J.S.A. 40:55D-68 but must meet structural review and property-maintenance requirements.
At the public hearing no members of the public spoke on the ordinance. Deputy Township Clerk Amanda Nevins opened and closed the hearing and instructed participants to identify themselves for the record, stating: "Please state and spell your name for the record." The ordinance moves permanent container regulation into the accessory building standards for modified containers and clarifies that containers may not be used as dwelling units.
