Commission approves North Coast Interceptor Reach 5 replacement with strengthened night-noise mitigation

City public works staff presented the North Coast Interceptor (NCI) Reach 5 replacement project, describing approximately 5,200 linear feet of twin 18-inch HDPE pipeline, rehabilitation of roughly 900 feet by slip-lining, and above-ground vaults and assemblies needed for operation and maintenance. Staff said the project will improve system reliability, reduce the risk of sanitary sewer overflows, and provide operational redundancy; environmental review concluded that identified mitigation would reduce impacts to less-than-significant levels.
Commissioners and members of the public focused on nighttime open-trench construction near the Ranch Resort and nearby condominiums. City and consultant staff described mitigation measures including acoustical shrouding, light controls, and limits on construction operations. Residents described repeated years of prior construction and current nuisance impacts (dust, beeping, rodent issues). Commissioners moved to strengthen the MMRP noise mitigation (NOI-1) language from "shall be considered" to "shall be used" for alternative backup alarm systems and white-noise reversing alarms. The commission adopted the IS/MND, MMRP and design review 2026-1541 and approved the change to the mitigation language by roll call vote.
