Several residents of Raintree Corners voiced objections to the scope, cost and process of a culvert replacement and enlargement at 12th Street and 54th Avenue, saying they were not invited to meetings and disputing the county's proposed share of construction costs. "We were never involved in the discussion," resident Sherry Epstein said, asking the county to consider a cost-sharing agreement with benefits recognized by the county.
County counsel and the Indian River Farms Water Control District superintendent explained the pipe-sizing and permitting framework, noting historical stormwater modeling and district policies that require reinforced concrete pipe for certain locations. Staff said the county would pursue the administrative assessments and follow up on resident concerns in a separate venue; the board then approved the final assessment resolution by voice vote.
