Board approves ordinance to create attainable housing trust funded by voluntary contributions

County staff presented an ordinance to create an attainable housing trust fund to support land acquisition, land banking and partnerships with for-profit and nonprofit developers. Staff described the legal authority under the Florida Constitution (home rule) and section 125.379 of the Florida statutes and emphasized that the trust would be separate from SHIP but administered by the SHIP administrator with independent accounting and a 10% cap on administrative costs.
The trust would accept voluntary developer contributions, proceeds from sale or disposition of county properties, grants, donations and other revenue. Staff said affordability protections would be recorded as 50-year covenants to preserve long-term affordability. After the public hearing produced no comments, the board voted unanimously to adopt the ordinance.
