Repeated denials, code complaints mark request to rezone property used for outdoor storage
Summary
Staff noted the Nestor Jacome rezoning for outdoor storage on Highway 701 has been before the commission in 2018 and 2020 and was disapproved; the applicant's representative said the site is an eyesore and requested rezoning to require fencing and landscaping so the owner must clean up.

Planning staff reported that a proposed future land‑use amendment and rezoning for 1.85 acres on Highway 701 would allow outdoor storage and that the site currently contains an unpermitted business. The commission was told the request had been considered by the planning commission and council in 2018 and 2020, and each time planning recommended disapproval and council disapproved at first reading.
An applicant representative urged the commission to consider rezoning so the owner would be required to clean up the property, calling the site "a mess" and noting planning staff had issued a letter requiring cleanup for the existing zoning violation. The representative also said he planned to meet with the greater Burgess community to avoid neighbor concerns. No vote was taken at the workshop.
