Summary
An outside insurance agent told the council a May 22 quote from Astra showed "about an 18%, 20% rate increase" but negotiations with Travelers produced improved terms and a premium the speaker estimated at roughly $69,000; Travelers will demo an online claims/coverage portal on Aug. 15.

An insurance broker updated the council on the town's 2026–27 renewal negotiations, saying an Astra quote on May 22 initially showed "about an 18%, 20% rate increase" but after negotiations the town secured improved coverage with Travelers for what the broker described as roughly $69,000.
The broker said the town worked quickly with staff and outside colleagues to complete applications and loss-control reviews, introduced team members brought into the municipal insurance practice and said Travelers will provide an online portal demonstration next week so town staff can track claims and coverage. "We got the quote from them, and it had a, 2018 about an 18%, 20% rate increase," the broker said.
Councilors asked why property-liability and police professional-liability prices varied between carriers. The broker attributed differences to carriers' loss experience and underwriting attitudes, saying the property market has softened but the law-enforcement market remains tight due to recent loss trends. "Our police officers have been, in my opinion, unfairly judged in a lot of ways," the broker said, describing public exposures that influence pricing.
The broker called the outcome "a good outcome for the town" and offered a contact number for follow-up questions. Council members thanked the presenter and signaled they would review the written quotes and be prepared to act as needed at a future meeting.
