DRC conditions Victory Christian Academy classroom addition on recorded deed of dedication

The Porter County Development Review Committee approved a development plan for a classroom addition and site improvements at Victory Christian Academy, subject to formalizing a deed of dedication for right-of-way encroachments and acceptance by the County Commissioners.
Kevin Kouros of Pan Associates, representing Victory Christian Academy, summarized approvals and said the project has received planning and engineering conformance (engineering conformance dated 07/16/2026) and IDOH review for septic and well issues. Kouros told the committee the drainage solution to be installed will outlet to an existing pond and that right-of-way encroachments (private improvements within the right-of-way) were discussed and should be memorialized in the deed of dedication so the private improvements may remain until the highway department requires removal.
County engineering read the 07/16/2026 engineering conformance letter into the record and county health staff confirmed IDOH issued an approval letter on July 1 for the septic approach; staff said the county will issue and inspect the septic permit. Committee members asked that the deed of dedication be presented to the commissioners for acceptance as a condition of approval; the committee moved and approved the plan with that condition. Staff said construction could proceed with foundation/foundation-level permits if highway and other staff give preliminary thumbs-up, while recording the deed or tying certificate of occupancy to recording could be used to ensure final compliance.
