County staff flag septic, driveway and culvert issues for Bartholomew site

County health and engineering staff told the Development Review Committee the septic plan for the Bartholomew project requires additional work before the restroom-equipped barn can be permitted.
Dan, the county septic reviewer, explained that the state initially issued a technical data sheet for the four-cabin layout and later revised it for two cabins plus a restroom in the larger barn; "you have to get your septic permit before you can get your building permit" for the barn that will include restroom facilities, he said. Staff confirmed the county is delegated to review and issue the septic permit once the designer submits final plans.
Highway and engineering staff urged the applicants to address driveway grading and a buried culvert at a low point in the drive, and to confirm driveway width. Martin (highway engineering) said the right-of-way minimum width is 24 feet and that a commercial approach up to 30 feet is possible when the use is commercial; committee members recommended installing a culvert or similar features to avoid backing water toward neighbors. Staff and applicants agreed to coordinate culvert inspection and permit details before completing all work tied to the restroom-equipped barn.
