Rockingham County set to consider 25‑year transportation plan after NCDOT presentation

Emily Stepka, a transportation engineer with the North Carolina Department of Transportation, told the Rockingham County Board of Commissioners on Aug. 3 that the county’s Comprehensive Transportation Plan (CTP) is a long‑range, needs‑based document developed with local stakeholders and a series of public engagements.
"We're here today to talk about the plan, go over what is a CTP, why it is important… and then we are coming back at the next meeting to ask you guys to consider adopting the plan," Stepka said, describing a 25–30 year planning horizon and a public engagement series that included five events across the county.
The presentation, led by Stepka with an overview from Devin Jones, the NCDOT HBCU fellow, covered recommended highway, transit and bicycle/pedestrian projects and emphasized that the recommendations are planning‑level and do not guarantee construction funding. Stepka said most municipalities have approved the recommendations, with Stoneville still reviewing the plan.
The county will hold a public hearing and the board is scheduled to consider formal adoption at its Aug. 17 meeting. Stepka provided contact information and the project website for residents seeking details or to submit comments before the hearing.
