City Attorney Martin read Resolution 2026-084, the preliminary fire-assessment resolution for fiscal year 2026–27. The resolution directs preparation of the preliminary assessment roll, authorizes the required notices and a public hearing, and confirms assessment-rate parameters.
During public comment Sylvester Warren criticized perceived budget priorities and asked whether the fire department was receiving disproportionate resources. The finance director clarified the advertising action before the council was procedural: the city must submit the notice to the tax collector and the assessment rate being advertised will remain the same this year because the city did not complete a study that would justify a rate change.
The council voted to approve the resolution to advertise the preliminary assessment roll and proceed with required notice and a public hearing.
