Council adopts comprehensive-plan amendment and companion rezoning for Elizabeth Steely property

City Attorney Martin read both Ordinance 2026-2378 (a CPA to change up to 50 acres from county commercial to city commercial) and Ordinance 2026-2379 (a companion rezoning of less than 10 acres) on second and final reading. The applicant (Elizabeth Steely) was present but made no presentation and parties waived cross-examination in the quasi-judicial hearing for the rezoning.
Martin reviewed the applicable statutory framework and local standards, citing Florida statutory sections governing comprehensive-plan amendments and the city’s land-development regulations. Council members moved to adopt both items on final reading; each motion received a second, there were no public comments on either item, and roll-call votes recorded unanimous support for adoption on final reading.
Outcome: Both the comprehensive-plan amendment and the rezoning were adopted and will be effective per the ordinances’ effective-dates provisions; staff noted the council should rely on evidence provided by sworn witnesses and planning-board recommendations in quasi-judicial proceedings.
