Commission continues 28 Clinton Ave coastal site plan until health approval arrives

The commission continued the coastal site plan review for the Kumis application at 28 Clinton Ave to its next regular meeting on Aug. 17 to allow the applicant time to obtain a required health-district approval. Ray Malinowski of Nigo Land Design presented on behalf of applicants Frank and Kathleen Lukumas and described a proposal to convert the existing 1925 one‑bedroom house into a one‑bedroom accessory dwelling unit and to build a conforming three‑bedroom, year‑round dwelling toward the front of the lot.

Malinowski said the property is outside FEMA‑mapped flood zones and that the plan uses crushed‑stone driveway and a dry well sized to meet the state's 1.3‑inch runoff standard for impervious surface. He said he had an email from the health district (Greg) indicating local approval but that a central system exception from the Connecticut Department of Public Health was still being processed at the state level. Commissioners reiterated the town's practice that signed health‑district approval is required for zoning action and therefore agreed to continue the application until the applicant provides the documented health approval.

No vote on zoning matters was taken; the applicant was given dates for the next meeting and asked to supply the signed health approval and any remaining plan details before the commission resumes deliberation.
