Commission to modernize groundwater recharge scoring in draft plan, staff says
Summary
Staff proposed removing a 2001 groundwater recharge scoring figure from chapter 1 and replacing it with newer tools (TM RPA natural resource areas, source water protection areas, hydrologic significance mapping) to implement recharge policy.
At the meeting staff described a material but targeted change to chapter 1 of the draft Regional Water Management Plan: removal of an outdated 2001 groundwater recharge analysis and scoring figure and replacement with modern mapping tools.
Kim Rigdon told the commission that the proposal is not to remove groundwater recharge protection but to "moderniz[e] the information used to support implementation of the policy" by relying on tools now available through Truckee Meadows Regional Planning Agency, including natural resource consideration areas and source-water protection areas. The commission accepted the chapter for posting with that revision among others.
