Two public commenters told the commission the map alone is insufficient without policy and measurable protections. Lori Ball, who identified herself during public comment, said the plan “is a necessary step, a map without a mandate is a liability” and urged the commission to require that any growth be contingent on a modernized annexation policy and a comprehensive fee schedule.
Ball also recommended specific protections: she urged capacity trigger requirements for water and school capacity, benchmarks to measure public benefit and protections against “flagpole annexations.” Another commenter, Mr. Kaser, asked commissioners to review the resolution wording and argued the final paragraph’s authorization for the community development director to make modifications appeared vague and inconsistent with municipal code.
Commissioners and legal counsel responded during debate that annexation policy and fee schedules are policy matters for city council, and that the three‑mile plan is a data‑driven land‑use framework to be forwarded to council for ratification.
