City engineering staff presented invited quotes and a recommended budget to support undergrounding overhead utilities and upgrading private service wiring as part of the Park Street parking‑lot project.
The engineer reported competitive solicitations to six electrical contractors; the interior‑service upgrade (Scandia Electric) returned a quote of $137,340 and Power Constructors quoted $23,146.14 for exterior electrical services, with additional utility carrier costs from Excel Energy, Frontier and Midco. The total of the returned quotes was $209,456.98; staff recommended preserving contingency so the project budget remains at $252,450 to accommodate unforeseen conditions. Council asked whether staff had solicited multiple vendors; staff said six firms were asked and some did not respond. After discussion about future adaptability (conduit for EV chargers) and contingency handling, the council voted to accept the budget and authorize staff to pursue contracts, with work expected to start in late March or early April and civil work to follow in May.
