Planning staff asked the council to consider Resolution 185-26 to accept the Envision Caldwell 2050 downtown document as an advisory guide rather than to adopt it as binding policy. Council President Register explained the change was intended for consistency and to reflect that the document is nonbinding; "My intention was to clean up language and make it consistent," Register said during debate.
Several councilors expressed concern about late edits and transparency, and a minority argued the council should adopt the document to give it more "teeth." Supporters said acceptance preserves public messaging that the plan is advisory and that any project would still require separate public hearings and budget action. After extended discussion the council approved the resolution to accept the document by a 4-2 vote.
