Council narrows dock approvals: six slips now, extra slips deferred to later phase

Developer Mark Obrick said he preferred three docks (nine slips) because docks affect lot value and his ability to recoup infrastructure costs: "I'm asking for 3 docks with 3 spaces if if that's possible" (speaker 8). Council members expressed concern about congestion in a shallow area of the lake and repeatedly returned the question to phased approval; the practical outcome recorded in the CUP language was to allow two docks and six slips in Phase 1, with the possibility of up to three additional slips added in a later phase subject to a future review process.
The Planning Commission's recommendation and council direction are now written into the conditions the developer must meet before final plat, and staff emphasized that adding more slips later will require additional review through platting or a conditional‑use process.
