Lindstrom council approves rezoning, CUP and preliminary plat for Lake Landing townhomes

The Lindstrom City Council on Feb. 19 approved an ordinance rezoning a parcel to a planned unit development and adopted a conditional use permit and preliminary plat that would allow a two‑phase plan calling for a total of nine detached townhomes.
Planning staff summarized the application and told the council the request "is for a phase development of 9 detached townhomes in the North end of the city" and that Phase 1 would create four townhome lots and two outlots, with Phase 2 adding five lots later. Staff said the previous 2021 approvals had expired so the application restarts the review process. Council members pressed staff and the applicant on interim road maintenance, driveway alignment for the northern lot and water-pressure impacts; staff said the city owns the Maria Avenue right‑of‑way, the developer will bear stormwater and road‑improvement costs, and annexation and a development agreement will be needed before a final plat can be recorded.
The council moved and voted to adopt Ordinance 20250219‑O1 (rezoning) and the summary ordinance, approve the conditional use permit (CUP) allowing a PUD in the Shoreland Overlay, and approve the resolution accepting the preliminary plat and development‑stage PUD. Motion makers and seconders were recorded on the dais; votes on the ordinance and CUP were taken by voice and carried ('Aye').
Next steps specified by staff include: annexing the west portion of the split parcel into the city, resolving outstanding stormwater management mechanics with the city engineer, preparing a development agreement and recording a conservation easement that will protect wooded slopes and a wetland on the site. Staff said those items must be completed before the plat returns for final approval.
