Board approves M and M Auto Car Care site variances conditionally, refers stormwater items to review

During a detailed presentation, the applicant’s consultant described six development-standard variances requested to expand M and M Auto Car Care’s site and operations: increased impervious area to accommodate parking, a reduced rear setback to add vehicle bays, waiver of bicycle-parking requirements, a landscaping-island waiver, limited northern-lot bypass of detention/water-quality to enable phased construction, and a detention-storage sizing adjustment based on incremental runoff.

Josh Penley said the site currently has no detention and that the proposed improvements include ponds and separators to control runoff. "This variance will provide the needed space for parking... the post plan takes into account that the impervious area increase would generate [runoff] — detention ponds would be constructed to store that additional runoff and release it to the public system at a control rate," Penley said. Board members discussed approving variances 1, 5 and 6 (impervious-area and stormwater-related variances) subject to stormwater-board approval, approving variances 2 (rear setback) and 3 (bicycle parking) outright, and approving variance 4 (landscaping island) provided equivalent plantings (a tree and shrubs) are placed elsewhere on the property.

The board agreed to forward stormwater-related items to the stormwater board for engineering review before finalizing those variances. Staff and a board member also noted that approving variances conditionally can allow the applicant to phase construction while the stormwater board reviews technical details. The transcript records the board’s conditional approvals and referral language but does not include a full roll-call vote for each variance; staff said that if the stormwater board approves conditions, no further board action would be required.
