Council considered a request to relocate or remove a metal post sign (American Legion and snow-route) located in the city right-of-way at 100 East 3rd Street. Staff presented photos, noted the tree on adjacent private property has grown into the right-of-way and obstructed sightlines, and described prior nonconfrontational trimming by family members.
Council discussed whether the sign itself should be moved given upcoming sidewalk work and whether the city or the property owner should trim the tree. Staff stressed that the typical procedure is to notify the property owner and allow them to trim before the city intervenes: “The procedure is the formal notification to the property owner to allow them an opportunity to do that. That's what the code states,” (staff member, speaker 8). Council members raised liability and visibility concerns for larger vehicles (school buses, dump trucks) and proposed a compliance deadline. A motion requiring the tree to be trimmed after Sept. 1 with inspection and a 30-day compliance period was moved, seconded, and approved by roll call.
Staff will provide the ordinance language and follow-up with the family; the council also discussed potential sign relocation in conjunction with sidewalk work.
