CDBG‑funded EQ basin project 80% complete; city told construction on track for Feb. 2026

At a public hearing July 28, Megan Prestigar of ECOG gave the council a status update on the Anamosa wastewater treatment plant equalization (EQ) basin project, assisted by Community Development Block Grant contract 23WS25. She told the council the city received a $500,000 CDBG award and that the “total project cost is estimated at $4,190,215.07,” and that construction is “approximately 80% completed.”
Prestigar said a preconstruction conference was held on Jan. 3, 2025, construction began Jan. 14, 2025, and funds were released July 1, 2024. She described remaining work as completing the tank installation, stairs and walkway, a lift‑station building, additional piping, grading and controls and electrical work. “The project is currently on schedule to be completed in February 2026,” she said.
Utility Superintendent Steve Agnes told the council there has been one change order related to unsuitable soil and that the change order will return to council at the next meeting. Agnes said, “The only thing we got left is that change order, which will come back next council meeting for that change order. Other than that, as far as I know, everything else is pretty much on track.”
Council members asked about dollars spent to date and reimbursement; staff reported $3,253,593.32 in invoiced construction expenses and that $223,168,228.50 appears in the transcript as a garbled figure and will need clerical clarification in the record. The consultant and staff said they will provide final accounting and the schedule for remaining construction tasks as they become available.
