County adopts CDBG-required policies to unlock federal funds for Crittenton Center project

Ryan Erickson of board administration briefed the board on policies required by the Iowa Economic Development Authority to permit release of Community Development Block Grant (CDBG) funds for the Crittenton Center renovation project. Erickson said the policies were adapted from state-provided templates and reviewed by county counsel.
The board approved a set of documents required prior to disbursement: a Residential Anti-Displacement & Relocation Assistance Plan; an Excessive Force resolution (reviewed with the sheriff); a Fair Housing policy (noting the current Crittenton project is a renovation of an existing building and not new multi-family construction, but the policy must still be on file); a Code of Conduct/conflict-of-interest policy; and a federal procurement policy that the county will pass and enforce on the Crittenton Center because the center will perform purchasing under the grant.
Erickson said attorney Joshua reviewed the materials and had no issues. Each motion to adopt the listed policies passed by voice vote with the board recorded as unanimous, 5-0. County staff will follow the Iowa Economic Development Authority steps for final approval and release of funds.
