A state-board representative who joined the meeting summarized several items the State Board of Education handled in July and previewed topics coming to the board in August.
She reported that the State Board granted permission to adopt a COMAR package addressing alternate assessment practices for early learners, adopted a regulation on child abuse and misconduct history for school staff, and approved two related regulations about removal of county superintendents and county boards’ authority. The representative also noted elections for state-board leadership and said the board had received initial MCAP results for the 2025–26 school year; a deeper analysis of subgroup performance and assessment cuts will come in subsequent reports.
Looking ahead to August, the representative said the State Board will consider the MSDE budget in executive session, review a resolution-followup on school calendars, and receive additional MCAP and assessment-transition updates as Maryland shifts from MCAP to the MSAR assessment system. She asked members to email questions if they wanted more detail on the July summary.
