Council approves vacating a platted street to allow driveway for 213 E. Silk Street

The City of Mount Carroll approved Ordinance No. 2026-05-02 on May 12 to vacate a platted street between East Silk Street and Hurley Street adjacent to parcels including 213 E. Silk Street. The ordinance stems from a request by property owners Terrina and Stephen Aebly who sought to use the unused street to create a driveway to the rear of their property.
During discussion, Mayor Carl Bates said the city attorney contacted adjacent owners (named in the minutes as Tom Cravatta and Reid Law) and that they wanted their half dedicated as well. Alderman Amy Buss questioned dedicating additional land to an owner who she said had not maintained the property they already own. Alderman Jeff Elliott said the additional strip was only a few feet and that offering the owner his part was appropriate to effect the vacation. The roll-call vote was 3 yes, 1 no (Alderman Buss), and 2 absent; the ordinance carried.
The minutes record that Mayor Bates will speak further with the city attorney about why other owners were not included in the survey or process. The meeting record does not show a recorded public hearing on the vacation or any appeals.
