Council ratifies 2025 budget cleanup and approves 2026 midyear amendments including $6M Coyote Ridge carryover

Finance director Mike Grama presented budget amendments at the May 12 meeting and asked the council to ratify a prior 2025 amendment and adopt a midyear 2026 amendment. The ratification (Resolution 26-30) corrects an exhibit omission for an approved wildfire mitigation contract and formalizes a previously approved intergovernmental agreement increase of $700,000 with the Mile High Flood District for the Happy Canyon tributary.
Grama then reviewed the 2026 midyear amendment (Resolution 26-31). Staff said the midyear package includes multiple carryforwards and appropriations: grant-matching carryovers, funding for a workforce housing analysis and overlay zone, an OpenGov software upgrade budgeted across general, public works and stormwater funds, a Madison AI knowledge-assessment platform contract (approx. $40,000), and a $6,000,000 carryover to complete Coyote Ridge park improvements. Grama summarized other capital carryovers: $2,000,079 for the Happy Canyon Interchange, $600,000 for Monarch improvements, and $793,000 for the Legate Roundabout monumentation.
Councilors asked clarifying questions about which items were ratifications of previously approved contracts versus new appropriations; Grama confirmed several items were ratifications. Council approved both resolutions on voice votes.
The budget amendments move existing commitments fully into the 2026 appropriations and authorize the city to proceed with the contracted work and project carryovers. Staff said they will provide additional follow-up information about vendor contracts and how the OpenGov and Madison AI costs were allocated across funds.
