A remote consultant presented an updated school facility developer-fee study and trustees voted to adopt Resolution 26-15 to set revised fees.
Consultant Ken summarized the analysis: average housing unit size in the district used in the study was 1,663 square feet and the district's yield rate was about 0.2694 students per housing unit. "The SAB approved a rate of $5.38 per square foot for residential units," the consultant said, and after sharing with the high-school partner district the net collection to this elementary district would be approximately $3.72 per square foot. Ken also said the study conservatively assumed only 15 new homes over the next five years and that the census-based housing counts vary from survey estimates. He warned the study should be revisited if local construction activity changes.
Trustee (S7) moved to adopt Resolution 26-15, described as "Fee justification setting and the increase in school facility fees and adoption of notice of exemption." A second was given, the chair called the vote and trustees responded "Aye," and the resolution was adopted. Staff and the consultant noted the statutory 60-day waiting period before new fees can be collected.
The motion created an administrative path to increase the district's developer fee to the state-authorized cap the study references; implementation steps include a 60-day public-notice period and coordination with the receiving high-school district for fee sharing.
