The Planning and Zoning Board voted June 30 to recommend that the city commission adopt ordinance 2026‑10, which adds definitions, permitting rules and material standards for artificial turf and clarifies how semipervious surfaces count toward impermeable‑surface totals.
"The proposed amendments are revised in chapter 23, and they will establish some definitions, standards, permitting requirements, and review procedures for artificial turf," said Scott Rodriguez of Planning and Zoning during his presentation, adding that the ordinance was updated in response to a 2024 Florida statute limiting some local regulation of synthetic turf. The amendments also treat semipervious materials as counting for 50% of their area toward impermeable totals.
Board members asked whether front‑yard installations would be prohibited and whether inspection or maintenance requirements should be included. Staff said the ordinance limits front‑yard turf in many residential contexts consistent with state law, and that the code counts semipervious turf at half the area for impervious calculations. The board moved to recommend adoption to the city commission; the motion passed on a voice vote.
