Planning Commission backs recommendation for large-family daycare expansion in Foxwood

The Planning Commission unanimously recommended approval on Aug. 5 of BOA 103992026, a special-exception referral to allow a large family daycare at 112 Middle Point Court in the Foxwood community to increase licensed capacity from eight to 12 children. The commission's recommendation conveys the finding that the proposal complies with section 24-12.7(c) of the city code and carries four staff-recommended conditions.

Staff member Carolyn summarized the application, saying the property is zoned R18 and large family daycare is a special-exception use. Carolyn described site parking (six visitor spaces plus two applicant-designated spaces), operating hours of 7:30 a.m. to 5:00 p.m., and that the applicant currently holds a license for eight children. "When you go from 8 to 12 is when they need a special exception," she said. Carolyn also said the applicant plans to add basement egress stairs and a new door to create a required second means of egress; the expansion cannot occur until that work is permitted and inspected.

Commissioners asked about the original licensing date and the schedule for egress work; Carolyn said the license date was not in the packet but confirmed the permit and inspection process must be completed before the license is updated. The commission voted to recommend approval and passed the motion unanimously.
