Woodbury County board approves 6.5% employer contribution increase to health fund

Separately from the plan-design discussion, the Woodbury County Board of Supervisors approved a 6.5% increase in employer contributions to the county health fund effective Jan. 1, 2026.
Melissa Thomas explained that the 6.5% figure reflects a minimum increase in fixed costs reported by Wellmark and is intended to begin addressing a multi-year shortfall in fixed funding for the self-insured plan. Finance staff said the increase will require a budget amendment in December and estimated an approximate $400,000 impact to the current fiscal year budget.
The motion to approve the 6.5% increase passed unanimously, 5-0. The board directed staff to account for the change in upcoming budget work and to continue examining longer-term funding options.
