Council rejects River Place rezoning after lengthy public hearing

The Smithville Board of Aldermen declined to approve a proposed rezoning for the River Place property after a lengthy public hearing that featured 15 commenters and extended board discussion.
Speakers at the public hearing included Mark Moss, who spoke on behalf of the school district and said the district is prepared to educate new students: "We are here to serve and support those students that would enroll in our school district." Dozens of area residents cited traffic congestion on KK and Highway 169, the narrowness of local bridges, floodplain concerns and the potential loss of farmland and small-town character. Developer representatives and engineers said a preliminary plat and stormwater study exist and that MoDOT controls required work on KK. After hearing public comment and discussing zoning classifications and engineering steps, the council held a roll call on the proposed rezoning and the motion failed.
Council members noted that engineering, traffic and stormwater studies will guide any future development proposals if the applicant proceeds through planning and zoning; they emphasized that zoning and subsequent plat approvals are separate steps in the process and that infrastructure requirements are typically addressed during the engineering stage.
