Staff explains state permit changes, new zoning‑permit workflow for small jobs

Planning staff briefed the board on recent state changes (effective July 1) that alter which projects require building permits. As a result, the city is creating a new zoning‑permit application and intake to review setbacks, fence heights and other non‑structural lot changes within planning and preservation rather than through the building‑permit portal. Staff said the city will publish public information and that inspectors and the department will adapt while the new process is implemented.
"Some of you may have heard recently that the state has, as of July 1, made some changes, to what does and does not require a building permit," staff said; they added that fences, small accessory structures and other items will follow a zoning permit and that the city is working on portal, fees and inspections.
